I don’t know if your server is already in production but if this will work on a 2nd installation I would install the server from scratch. I have no clue why, and how to troubleshoot and test this in more detail.

I did not find which source file is the problem. Make sure the server you’re working on is not set to use a WSUS server, and if so, make an exeption for it to allow the server to install updates from the internet otherwise step 2 doesn’t work.

An old thread, but maybe this helps someone who stumbles across this problem. This can be caused by hotfixes and hotfix rollups that are not available through Windows Update. In my case, installing hotfix rollup KB caused the issue.

Since the files needed for one of the hotfixes in this rollup could not be retrieved through Windows Update, the installation failed. I solved it by downloading the hotfix rollup directly and applying it to my install. Office Office Exchange Server.
